GNC Set Acceptation of Draft Alterations as Condition to Resume Talks.

Tripoli, 2 August 2105(Lana) The General National Congress has
reaffirmed its commitment to demands that the alterations it
requested on the UN-sponsored draft agreement as a condition to
return to the talks.
The Congress is committed to the talks and this is what we told
the UN Mission, but within the framework of what always explained,
said Saleh Al Makhzoum, Deputy President of the Congress and the Head
of its team to the talks at a press conference in Tripoli.
The UN Mission will be in contact with us in the coming days for
new ideas that would help continue the talks and fulfill the notes
that the Congress thought necessary to achieve the equilibrium, Al
Makhzoum said.
Unilateral signing of the draft will not yield any results, and
the UN cannot reach any results with it, he added.
Talks and signing of any agreement should be between the
internationally-recognized parliament and the General National
Congress in Tripoli, Al Makhzoum said.
Meanwhile, the GNC members Abdul Rahman Al Swahili said the
meeting he held with the Head of the UN Support Mission in Libya in
the Algerian capital dealt with the demands for the return of the GNC
team to the negotiating table and an agreement on a mechanism for
continuing the talks.
Al Sweihli, who took part in the talks held in Algiers recently,
said the meeting deal with the general principles and national
policies that are not negotiable, reaffirming that 'the GNC
delegation had stressed the they were not obliged by the unilateral
signature in Alsukheirat of the draft agreement.'
Al Sweihli pointed out that the meeting also discussed the need
to put in place clear standards for parties taking part in the talks
and a position vis avis the figures who have taken part without clear
mandate from the Libyan people.'
The GNC delegation to the meeting, in which the Italian Foreign
Minister Paolo Gentelone, the Algerian Minister of African and
Maghrebian Affairs Abdul Gader Msahel, as well as the Head of the UN
Support Mission in Libya took part, has stressed that since the draft
agreement is the main issue and the appendixes are supplementary, we
cannot discuss the supplementary if we have objections to the main
document on which our reservations have not been considered.
The Congress has said it was prepared to discuss practical
alternatives to the controversial draft, to reach an applicable
solution, the GNC delegation said.
It stressed that the policy pursued by some international parties
of reinforcing one party over the others, will not lead to the
consensus that we are seeking at this stage, it rather would
complicate the situation and undermine the chances of achieving peace
and stability in the country.
